EU member states push for ETS2 delay and industrial support

Overview

Italy and the Czech Republic have expanded their efforts to urge the European Union to ease green regulations to protect the bloc’s industrial base. A growing coalition of member states—including Greece, Italy, Czechia, Poland, Hungary, and Slovakia—is planning to request a delay in the implementation of the ETS2 carbon pricing system for buildings and transport until at least 2030.

In late September 2026, Czech Prime Minister Andrej Babiš and Italian Prime Minister Giorgia Meloni met in Prague to coordinate a joint position for the upcoming European Council meeting. They are advocating for the suspension of the EU Emissions Trading System (ETS) and a delay of ETS2 to protect industrial competitiveness. This push is driven by data suggesting EU industrial electricity prices are on average three times higher than in the United States and China, contributing to a decline in the EU’s share of global industrial production from 22% in 2010 to an estimated 14% by 2025.

By October 2026, Poland emerged as a leader in the campaign, with the Polish delegation demanding during a meeting of EU ambassadors that ETS2 be included in the ongoing revision of ETS1 regulations. This effort aims to postpone the system’s entry, currently planned for 2028, until 2030. The movement has gained support from nine nations, including members of the Visegrad Group. Analysts warn that while importers will formally pay the fees, costs are expected to be passed to end-users, potentially causing annual increases of several thousand euros for large, uninsulated homes.
