Italy automotive repair and recall rules
Overview
In late July 2026 Italy tightened consumer protection for motor vehicles. A civil‑code ruling requires insurers to reimburse the full invoice for repairs on newly registered cars, even when repair costs exceed the vehicle’s market value, addressing a decade‑long rise in repair expenses. The next day the Ministry of Infrastructure issued detailed inspection procedures: examiners must cross‑check each vehicle’s VIN against the ongoing Takata air‑bag recall database. Cars flagged for the recall and not yet repaired receive a failed inspection; the most serious cases are classified as “Stop‑Drive,” permitting travel only to an authorized service centre for a free replacement, while less severe cases are marked “Repeat,” obliging owners to complete the recall before the next inspection.
On 25 July the Ministry reaffirmed the mandatory VIN check, confirming that any vehicle subject to the Takata recall must have the repair performed before it can pass the periodic technical inspection. Non‑compliant cars will be issued a “Stop‑Drive” or “Repeat” result, ensuring recall completion prior to continued circulation.
No further regulatory updates have been reported since the July 25 reaffirmation.
