Overview
Investigations by the Italian Social Security Institute (Inps) and the Guardia di Finanza have uncovered widespread fraud within the ‘Reddito di cittadinanza’ (Citizenship Income) program. Initial findings indicate that nearly 1.5 billion euros were improperly paid out, with the total financial impact potentially reaching 2 billion euros due to recipients omitting income information and a lack of data cross-referencing.
In response to these systemic irregularities, Inps implemented the ‘Cruscotto Isee corrente’ in January, an IT tool designed to block false declarations by crossing real-time citizen data with income archives.
On a local level, enforcement actions have targeted specific criminal links. In Vibo Valentia, a man allegedly connected to a ‘ndrangheta clan was reported for using three false identities to obtain the subsidy. Following a risk analysis by the Guardia di Finanza, a judge issued a preventive seizure order for assets valued at approximately 12,500 euros to address the damage caused to the state.
