Administrative monitoring by INPS has highlighted challenges within Italy’s social welfare systems. Following the replacement of the ‘Reddito di cittadinanza’ (Citizenship Income), data indicates that 188,000 former beneficiaries classified as employable are missing from administrative databases. Of the 582,000 employable former beneficiaries, approximately 206,000 have found employment and 90,000 have transitioned to the ‘Supporto per la formazione e il lavoro’ (Support for Training and Work) program. Pasquale Tridico, a former INPS president, expressed concern that these individuals, whom he described as the ‘poorest among the poor,’ may have lost social protections or entered the informal economy. Regarding the Universal Single Allowance (Assegno Unico Universale), INPS identified approximately 4,000 suspicious Single Replacement Declarations (DSU) due to income or asset discrepancies. To support low-income households, the government is implementing the 2026-2027 ‘Carta Dedicata a Te’ program. Managed by the Ministry of Agriculture, Food Sovereignty and Forestry (MASAF) in collaboration with INPS, ANCI, and Poste Italiane, the initiative provides 1,000 euros to approximately 1.17 million eligible families with an ISEE below 15,000 euros. ~~The program has been allocated 500 million euros for 2026 and 500 million euros for 2027, part of a 2.7 billion euro mobilization between 2023 and 2027.~~ As of November 4, 2026, the first 500-euro installment has been activated. Beneficiaries must make at least one purchase by December 16, 2026, to prevent the card from being blocked. While essential food items remain covered, funds can no longer be used for fuel, and alcohol remains excluded. A second installment of 500 euros is scheduled for April 2027. Priority is given to families with at least three members, particularly those with minor children. Existing cardholders will receive funds automatically, while new beneficiaries will be notified by local municipalities to collect cards at post offices. In Bari, 3,154 families have been identified, and in Oristano, 443 families are receiving the benefit.
