İzmir Bus Terminal management and debt dispute

Overview

A legal dispute regarding the management and debt of the İzmir Bus Terminal has concluded in favor of the İzmir Metropolitan Municipality.

Following a ruling by the İzmir 23rd Civil Court of First Instance and confirmation by the Turkish Supreme Court (Yargıtay), the municipality regained control of the terminal. The decision follows the expiration of a 25-year build-operate-transfer contract with private operator İZOTAŞ in December 2023, after the operator’s request for a pandemic-related extension was rejected. The municipality intends to assume full operation and initiate renovation projects to improve the facility.

Subsequent to the transfer of management, the municipality has begun recovering approximately 967 million TL in public debts owed by İZOTAŞ AŞ. Through legal enforcement and the seizure of movable assets from the terminal’s administrative building, officials have recovered over 73 million TL to date.
