Jamaican political dispute over TCN agreement
Overview
In Jamaica, the opposition People’s National Party (PNP) has demanded full disclosure regarding a memorandum of understanding involving Third Country Nationals (TCN). Opposition Spokesman on National Security Fitz Jackson criticized the government for proceeding without parliamentary debate, citing a lack of information on the number of foreign nationals, housing, funding, and criminal record verification.
In response, Foreign Affairs Minister Kamina Johnson Smith stated that the United States government has not agreed to make the TCN agreement with Jamaica public. She maintained that the deal was negotiated to protect Jamaican citizens and ensure compliance with international laws.
Under the arrangement, the International Organisation for Migration (IOM) is responsible for the care, accommodation, and return of the TCNs, while Jamaica’s role is limited to landing and transporting them to the IOM. Additionally, a mechanism has been established to halt the process if 10 TCNs apply for refugee status or other humanitarian processes.
