Japan bicycle safety regulation developments
Overview
Following the 2023 revision of the Road Traffic Act, which introduced an effort-based obligation for cyclists to wear protective headgear, bicycle helmet usage in Japan has trended upward. A National Police Agency survey reported a nationwide usage rate of 24.4 percent, a 3.2 percentage point increase from the previous year. Regional usage varies significantly, with Ehime, Oita, and Fukui exceeding 60 percent, while Tokyo and Osaka report lower rates of 15.5 percent and 9.5 percent, respectively.
To combat low adoption among younger demographics, the Tokyo Metropolitan Police Department has partnered with Ryohin Keikaku Co. and various academic institutions to develop new helmet models designed to address concerns regarding fashion and hair styling.
In a separate regulatory development, the National Police Agency is reviewing age limits for children permitted to ride in toddler seats on bicycles. Currently, many prefectural regulations limit passengers to those who have not yet entered elementary school. In response to parental concerns, the Automobile Safety Driving Center has formed an expert research committee to conduct empirical experiments on height and weight parameters for stable operation. The committee expects to compile a report within the current fiscal year, with the National Police Agency aiming to finalize considerations regarding passenger age limit revisions around March 2027.
