Japan GX Strategic Region designations

Japan’s Ministry of Economy, Trade and Industry (METI) has initiated a Green Transformation (GX) program by designating its first batch of 18 GX Strategic Regions. This initiative is designed to foster economic growth and carbon neutrality by creating industrial clusters centered on decarbonized power, data centers, and industrial complexes.

The designation includes three primary categories:

1. Industrial Complex Regeneration: Kawasaki City was the first to receive certification, focusing on hydrogen supply chains and resource circulation.

2. Data Center Aggregation: This includes various regions such as Hokkaido, Akita, Miyagi, and Fukuoka.

3. Decarbonized Power Source Utilization: This focuses on renewable, hydropower, and nuclear power in several prefectures.

Following the initial announcement, Fukuoka Prefecture—specifically the areas of Kitakyushu, Nogata, and Karatsu—was highlighted as a designated ‘Data Center Aggregation Type’ region. The prefecture intends to utilize national financial support to develop electricity, telecommunications, and water infrastructure. Over the next decade, Fukuoka aims to develop 81 hectares of land to provide a power supply exceeding 1 gigawatt, seeking to attract international and domestic data center operators and establish a hub for GX-related industries.
