Japanese economic policy and fiscal strategy debate

The Japanese government’s “Honebuto no Hoshin” (Basic Policy on Economic and Fiscal Management and Reform) has faced scrutiny following market volatility. A draft of the policy reportedly caused a “Honebuto shock,” resulting in a weakening yen and long-term interest rates reaching levels not seen in approximately 30 years. Concerns were raised regarding the independence of the Bank of Japan and the transparency of the policy-making process, particularly after Economic Affairs Minister Minoru Jounai admitted to consulting private commentators during the drafting phase.

In response to structural economic challenges, various experts have advocated for a shift in strategy. Former Bank of Japan Deputy Governor Kikuo Iwata has argued that Japan must move toward “responsible proactive fiscal policy” to escape long-term stagnation, suggesting that previous consumption tax hikes undermined monetary easing. Additionally, advisors Takuji Aida and Ken Matsumoto have challenged the notion that deficits are inherently negative, arguing that a focus on deficit reduction has contributed to economic decline and emphasizing that fiscal health can be maintained through expanding nominal GDP and tax revenues.
