Japanese SME support for subsidies and decarbonization

Overview

Small and medium-sized enterprises (SMEs) in Japan are receiving increased support from business associations and local governments to address economic and environmental challenges.

In Chiba, the Japan Small and Medium Business Owners Association scheduled a seminar for October 2026 to help businesses navigate government subsidies and grants. The initiative aims to bridge an information gap, noting that only 5.5% of SMEs currently utilize available subsidies to manage rising labor and raw material costs. The program covers digital transformation, AI implementation, and wage increases.

Expanding on these support efforts, Yamaguchi and Chiba prefectures have launched initiatives focused on decarbonization. Yamaguchi is hosting seminars on carbon neutral subsidies and greenhouse gas emission calculations, including site visits to local companies. Meanwhile, Chiba is conducting a ‘Decarbonization School’ to help businesses manage energy costs and meet environmental requirements through expert consultations and the creation of decarbonization roadmaps.
