Overview
The crisis, first flagged in May 2026 when the finance minister warned that Johannesburg was effectively bankrupt with over R25 billion in liabilities, has escalated. By July 19 Parliament mounted a marathon session of four oversight committees, where Treasury chair Dr Zweli Mkhize defended the decision to freeze R13.5 billion in equitable‑share transfers to 69 municipalities, citing a need to end a “culture of impunity”. Lawmakers pressed for a legal justification, noting that the freeze could punish ordinary residents. Johannesburg, the biggest defaulter at R3.73 billion owed to Eskom, was given a seven‑day window to justify any further lockout and until 30 September to cut unauthorized, irregular spending by 25% or face permanent suspension of its grants. MPs called for stronger debt‑collection measures and reforms to protect water, electricity and waste services ahead of the November elections.
On 28 July the National Treasury announced a partial reversal: equitable‑share transfers will be un‑frozen by 31 July for municipalities that meet Municipal Finance Management Act requirements. Finance Minister Enoch Godongwana said 20 councils will receive full funding, 21 will receive partial funding, and the remaining 28 will be funded later in the month. Cooperative Governance Minister Velenkosini Hlabisa urged prudent use of the released funds, while the Municipal Workers’ Union had previously condemned the freeze as reckless.
The situation remains fluid as compliance assessments continue and further funding decisions are expected.
