Jovenel Moïse assassination investigation

Overview

The judicial investigation into the 2021 assassination of Haitian President Jovenel Moïse has reached new milestones through cooperation between Haiti and the United States.

On September 20, 2026, Haiti extradited 18 suspects to the United States via military aircraft to Florida. This group includes former Haitian Ministry of Justice official Joseph Félix Badio and 17 former Colombian military members. U.S. Attorney Jason Reding Quiñones noted that the transfer represents a “major phase in the pursuit of accountability” for the killing.

Following the transfer, the defendants appeared before U.S. Magistrate Judge Lisette Reid in a Miami court, where they were assigned court-appointed attorneys. They face federal charges, including conspiracy to commit murder or kidnapping outside the United States and providing material support resulting in death; some charges carry the possibility of life imprisonment.

A new federal indictment has also linked Vitel’homme Innocent, identified as the leader of the Kraze Barye gang, to the conspiracy.

While the Haitian judicial process has faced significant delays due to systemic instability and gang violence, the investigation in the United States has seen substantial progress. To date, 30 individuals have been indicted. Subsequent investigations by federal prosecutors have revealed that the conspiracy was partially financed through fraudulent COVID-19 relief funds, including resources from the Paycheck Protection Program (PPP) and Economic Injury Disaster Loans (EIDL). These funds were allegedly used to acquire weapons, tactical equipment, and to hire the Colombian personnel involved in the July 7, 2021, attack. Investigators have identified South Florida as a central hub for the planning and financing of the operation.
