The Chihuahua Anti-Corruption Prosecutor's Office launched an investigation into judicial corruption involving multiple officials, including at least 11 judges and two magistrates. The investigation initially led to the arrest of Manuel Jurado Torres, a criminal judge in the Hidalgo Judicial District, on charges of aggravated prevarication. Prosecutors alleged he engaged in illegal acts to favor specific parties, such as unauthorized modifications to pretrial detention measures. Following a seven-hour judicial hearing, the judge, identified by the initials M. J. T., agreed to resign from his position as a First Instance Criminal Judge. As part of an alternative legal solution to suspend proceedings, the judge accepted being formally linked to the legal process and agreed to conditions including maintaining a fixed domicile, engaging in lawful employment, and prohibiting contact with individuals involved in the investigation. Specifically, the judge, based in Parral, was accused of modifying a ruling from another judge that had imposed justified preventive detention on a defendant. To secure a 12-month conditional suspension of the process, he must resign from his public service role within five business days and withdraw all legal appeals and amparo lawsuits related to the case. He is also required to report monthly to the Institute of Pre-Trial Services. In response to the developments, the Chihuahua State Judiciary stated that “the individual conduct of one person does not define the work of the entire judicial institution.”
