Kenya Social Health Authority actions
Overview
In early July 2026, Kenya’s Social Health Authority (SHA) announced the release of Ksh 4 billion to settle outstanding claims from defunct National Hospital Insurance Fund (NHIF) hospitals. The payment was intended to clear historic liabilities and stabilize the health financing system.
A month later, on 1 August 2026, SHA issued a directive to all contracted health facilities mandating that emergency medical treatment be provided without discrimination or financial barriers, as required by the Kenyan Constitution. The authority clarified that emergency care during the first 24 hours would be funded through the Emergency, Critical and Chronic Illness Fund (ECCIF), with subsequent services covered by the Social Health Insurance Fund (SHIF) or other mechanisms. Hospitals failing to comply risk de‑empanelment, contract termination, and regulatory action.
