Kerala introduces bill to protect senior citizens

Overview

The Kerala government has moved forward with legislative efforts to address rapid demographic ageing, with projections suggesting the elderly will comprise 38 per cent of the state’s population by 2036. Chief Minister V. D. Satheesan announced that a draft law providing legal protection and welfare assurances would be introduced in the state Legislative Assembly in October 2026.

The introduced legislation, titled ‘The Keralam Senior Citizens (Care and Protection of Rights) Bill, 2026’, specifically aims to safeguard the elderly from abuse, neglect, and exploitation. To combat physical or mental abuse committed by family members, legal heirs, or care center staff, the Bill proposes criminal penalties including up to three years of imprisonment and fines of up to Rs 50,000.

Beyond criminal penalties, the Bill establishes a regulatory framework for elderly care institutions through mandatory registration, monitoring, and oversight to ensure transparency and accountability. This follows broader government initiatives to collect comprehensive data on senior citizens and create specialized care mechanisms for those who are bedridden, require palliative care, or suffer from dementia.

To support the sector, the government plans to launch a structured training program next year, featuring a six-month certificate course and one year of practical training. Additionally, officials intend to extend caregiver services to financially disadvantaged residents and integrate seniors into economic development by utilizing their expertise to mentor young entrepreneurs.
