The tension between the Meghalaya government and the Khasi Students’ Union (KSU) has transitioned from an ultimatum to a tentative truce. Following a central executive committee meeting in Shillong to review talks from August 26, the KSU had previously issued a three-day ultimatum demanding the implementation of the Inter-State Migrant Workmen Act, the establishment of entry-exit facilitation centres at Umling and Ratacherra, and the arrest of those who assaulted protesters during the Shree Cement plant expansion hearing. Following these demands, a truce was reached. As part of the agreement, the government froze all activity at the Shree Cement project in East Jaintia Hills pending an independent probe. To address population monitoring and migrant worker regulation, the government committed to operationalizing facilitation centres at Umling and Ratachera by late 2024 to enforce the Meghalaya Residents Safety and Security Act (MRSSA), alongside the implementation of digital police verification for migrant workers. However, recent violence has strained this stability. Following a bike rally on August 19 that resulted in unrest, participants allegedly attacked bystanders and pelted stones at vehicles, damaging at least 31 vehicles and injuring 18 people. The incident also triggered tensions between Assam and Meghalaya, with Assam transport operators blocking Meghalaya-registered vehicles at border points. In response, Meghalaya Police have arrested several senior KSU leaders, including the Central Executive Council president, vice-president, and general secretary. Most recently, Banjoplang Dkhar, president of the KSU Shillong Mihngi Circle, was taken into judicial custody. The accused face charges under the Meghalaya Maintenance of Public Order Act and the Prevention of Damage to Public Property Act. Relations between the union and law enforcement have further deteriorated following a hit-and-run incident on September 18 near the Samkhamti Petrol Pump.
