KKB violence against officials in Papua

Overview

In September 2026, three employees of the Jayawijaya Agriculture Department were shot and killed by the Armed Criminal Group (KKB) in the Muliama District of Highland Papua. The victims, who were performing public service duties, included a veterinarian, the Head of Livestock, and another agriculture official. They were reportedly stopped and ordered to disembark from their vehicle before being shot.

The Damai Cartenz Operation Task Force identified two suspects, ‘PN’ and ‘KT’, members of the KKB Kodap-III Ndugama led by Egianus Kogoya. The suspects were linked to the crime after using a stolen mobile phone to make video calls to a victim’s family.

Following the attack, Koops TNI Habema deployed personnel to pursue the perpetrators. Army Chief of Staff, General Maruli Simanjuntak, clarified that the victims were civilian government employees and not military intelligence.

Indonesian lawmakers and human rights organizations have condemned the killings. The Chairman of Commission III of the DPR RI, Habiburokhman, and Vice Chairman Ahmad Sahroni described the act as a “barbaric crime,” while the Head of Komnas HAM Papua, Frits Ramandey, called the incident “inhumane.” Lawmakers have urged security forces to capture the perpetrators, investigate weapon suppliers, and strengthen security for public servants in high-risk sectors.
