In early July 2026 Kosovo’s Ministry of Education, Science and Technology announced a scholarship scheme for vocational and professional students, providing 100 scholarships of €50 per month for three years and targeting deficit occupations while encouraging female participation in technical fields. By 9 July the ministry confirmed that the 100 scholarships for the 2026-27 school year had been awarded. Later in July the ministry launched a subsidy programme for primary-school textbooks. Starting 27 July, parents and guardians of pupils in grades 1-9 could apply through the eKosova platform for direct cash transfers to cover textbook and material costs, with the scheme remaining open until 9 August 2026 and also available to foreign residents. By 3 August, the ministry reported that 123,829 applications had been submitted and were being processed without technical issues. Anita Kadriu, director of the Department for Pre-University Education, confirmed that the ministry was gathering names of school coordinators to verify submissions. On 21 August, the Ministry confirmed that the 2026/2027 school year will officially begin on 1 September, addressing unofficial reports of potential delays. Besnik Dragusha, head of the Kosovo Parents' Council, suggested confusion may have arisen from Albania’s different school calendar. The Ministry advised parents to delay purchasing textbooks while price negotiations with publishing houses continue, noting that a definitive catalog of prices and required amounts will be published once finalized. Bookstores have also been urged not to begin sales until official procedures are complete. By 26 August, acting Minister of Education and Science Hajrullah Çeku announced that negotiations with publishing houses were nearing completion and that subsidy values for parents should be determined within the day. The ministry has since finalized the textbook catalog and initiated subsidy transfers, with amounts for grades 1–9 ranging from €60 to €100 depending on the grade level.
