Kosovo energy sector development and storage initiatives

Overview

Kosovo’s energy sector has seen significant shifts in production and demand over the last two decades. While coal production peaked in 2016 and thermal electricity production reached a 24-year high in 2020, recent data from 2025 indicates that both electricity consumption and imports have reached record levels.

To address these trends and reduce the necessity for energy imports, Kosovo has established the Corporation for Energy Storage (KRE Sh. A.). This public enterprise will manage a 125-megawatt battery storage system in Istog. The project is supported by a $236.7 million Compact Program, which includes a $202 million grant from the United States via the Millennium Challenge Corporation and a $34.7 million contribution from the Government of Kosovo. Prime Minister Albin Kurti noted the corporation aims to strengthen the national energy system by storing surplus electricity for peak demand periods.

As of late 2026, the state-owned KRE remains a central component of the economic strategy to stabilize the grid through battery systems. The project continues to be characterized by its significant U.S.-led funding and its role in managing excess electricity to mitigate demand spikes.
