Ladakh administrative and governance reorganization
Overview
The Ladakh administration has initiated a series of structural changes to its governance and administrative framework. Initially, the region underwent a reorganization that established Sankoo as the eighth district, carved from the Kargil district, and created five additional tehsils to improve service delivery in remote areas.
Following this, the governance structure was further modified through the LAHDC (Amendment) Regulation, 2026. This amendment expanded the number of constituencies for the eight Ladakh Autonomous Hill Development Councils from 52 to 100. The new distribution includes seats for the newly formed Sankoo district and other regions, with councils retaining powers over land allocation, taxation, and fund management.
While the administration describes these changes as a milestone for grassroots democracy, local groups such as the Leh Apex Body and Kargil Democratic Alliance have voiced opposition, claiming the amendments increase Union Territory administration control and reduce the authority of the hill councils.
