Land data impersonation scams in Vietnam
Overview
Authorities in Vietnam have issued warnings regarding fraudulent schemes targeting citizens through the impersonation of government officials.
In Cao Bang province, police reported that criminals are posing as cadastral officers, tax officials, or Land Registration Office staff. These scammers exploit government efforts to synchronize land data, using realistic procedures and Deepfake technology to mimic officials. Victims are often pressured with threats of penalties or frozen files to provide sensitive information, such as bank credentials and identity cards, or to install malicious software designed to seize control of devices.
Similarly, in Ninh Binh province, police warned of scams involving the integration of land use right certificates into the VNeID application. Fraudsters impersonate police or local government representatives to offer assistance with data synchronization. These criminals use fake documents and phone calls to solicit personal information, OTP codes, and bank details, or to gain remote control of mobile devices to embezzle funds.
