In early July 2026 Argentina launched a wide‑range prison‑system reform, adding primary‑to‑university education, a computer lab, recycling programmes and a new inmate classification system that assigns manufacturing work for the armed forces. Federal authorities also confiscated more than 4,000 inmate‑owned cell phones and introduced surprise inspections.

A week later Argentina, Colombia and Peru marked a regional “Day of the Penitentiary Service”. Ceremonies honoured correctional staff, inaugurated penitentiary bands in several Argentine provinces and held a certification conference for new penitentiary police cadets. Colombian officials highlighted rehabilitation programmes for tens of thousands of inmates and stressed human‑rights monitoring.

Mid‑July the observances were repeated, with additional events in Santiago del Estero, Tierra del Fuego, San Juan, and at Colombia’s Lurigancho and Valledupar prisons. Officials reiterated the need to upgrade infrastructure and cope with rising inmate populations.

By 18 July Argentina’s provincial prison service began modernising the Chimbas facility, installing AI‑enabled cameras, bag scanners and modular units to relieve severe overcrowding of roughly 1,850 inmates; work on sector 5 was about 40 % complete and further upgrades for sector 6 and additional modular blocks were slated for year‑end. In Panama, the new prison director proposed substituting some in‑person visits with video calls, sparking debate over detainee rights and privacy as the country pursues broader professionalisation and anti‑corruption reforms.

On 30 July Chile’s justice officials, led by Senator Juan Luis Castro, held a community meeting in Rancagua to address long‑standing externalities of the local prison and to prepare for an upcoming re‑licensing tender that could remedy neighbourhood impacts. In Argentina, Governor Alfredo Cornejo responded to a livestream showing inmates with smuggled phones, urging the national security ministry to extend its phone‑blocking resolution to provincial facilities and calling on regulator Enacom to issue a blocking directive for telecom operators.
