Latin American mobile identity registration mandates

Overview

Mexico and Chile have implemented mandatory registration processes for prepaid mobile lines to combat fraud, extortion, and illicit activities.

In Mexico, the Telecommunications Regulatory Commission (CRT) initiated a staggered registration schedule. Users must link their lines with official identification or their CURP to avoid service suspension, which can prevent calls, messaging, and data usage. While the CRT aims to purge approximately 25 million inactive lines, criminals are now exploiting the mandate through fraudulent phone calls. These scams use automated recordings claiming a user’s line will be suspended unless they interact with an advisor. These criminals attempt to steal sensitive information, such as banking details and WhatsApp authentication codes, to facilitate identity theft or financial fraud. The CRT has clarified that telecommunications companies do not make calls to confirm registration.

Chile has also mandated that mobile operators associate prepaid lines with specific user identities, including names, addresses, and national ID or passport numbers. The Subsecretaría de Telecomunicaciones (Subtel) aims to reduce anonymity to better identify those responsible for crimes, while the industry group Chile Telcos stated they are working to ensure the verification process remains simple and secure.

Concerns persist in Mexico regarding the handling of biometric data. Although the government and operators do not store this information, third-party identity validation companies that verify data against the Instituto Nacional Electoral (INE) do. These private firms operate under self-regulation rather than strict government oversight, raising questions about the security and storage duration of biometric data within the supply chain.
