In late July 2026, the Registro Nacional de Trabajadores Rurales y Empleadores (RENATRE) released the free Programa Empleo Rural, an online portal matching rural workers with employers, alongside a new sustainability certification for agribusinesses. On 1 August, the federal government formally ended the Volver al Trabajo cash-transfer scheme, which paid beneficiaries 78,000 pesos per month, and redirected approximately 900,000 recipients to a voucher-based labour-training system. This transition has faced significant legal resistance. Following a Federal Court of Appeals ruling in San Martín that overturned a previous injunction, beneficiaries have appealed to the Supreme Court. Plaintiffs argue the termination violates constitutional rights to food security and social security, seeking to prevent irreparable harm to vulnerable populations. The Ministry of Human Capital, led by Sandra Pettovello, has stated that no further monthly payments will be processed, noting that final disbursements were made for April 2024. To facilitate the transition, the government launched the ‘Formando Capital Humano’ initiative via Resolution 295/2026. This program provides vocational courses and digital resources through an official platform to improve labor market competitiveness. Unlike previous direct income transfers, these vouchers focus on skill acquisition and professional development. Regional educational and training initiatives have also expanded.
