Authorities in Latin America have uncovered transnational recruitment networks that lure citizens into the Russia-Ukraine conflict through deceptive job offers and high salaries. In Panama and Colombia, investigations revealed that recruiters promised large monthly salaries and signing bonuses to entice nationals to join both Russian and Ukrainian forces. In Panama, authorities are investigating the recruitment of at least 30 citizens; six cases are under probe after individuals were lured with promises of $3,000 monthly salaries and $70,000 signing bonuses. One recruit, Luis Alberto Villarreal Prado, was confirmed dead while serving with Russia. In Colombia, families report schemes using civilian-job façades, offering approximately $3,500 monthly, bonuses up to $35,000, and Russian citizenship. In Peru, the situation has escalated into a massive human trafficking investigation. The Peruvian Public Ministry has opened 22 criminal investigations across multiple districts, including Lima, Callao, La Libertad, Huánuco, and Cusco, targeting schemes where over 300 individuals were allegedly lured via fraudulent offers in construction, logistics, and security. Victims reportedly had their passports seized and were coerced into signing military contracts in Russian that they did not understand. Amnesty International has condemned these practices as systematic deceptions. Of the 459 Peruvians reported to have enlisted, the Ministry of Foreign Affairs has confirmed 11 deaths, 114 missing persons, and three captures by Ukrainian forces. Additionally, 31 individuals were evacuated from Russia, with 28 successfully returning to Peru. In response, Foreign Minister Carlos Espá has summoned the Russian Ambassador on two occasions, demanding “concrete answers about the location of Peruvians in Russia.” The Peruvian government maintains these arrangements are illegal, as national law requires government authorization for citizens to serve in foreign militaries.
