In Peru, the situation has escalated into a massive human trafficking investigation. The Peruvian Public Ministry has opened 22 criminal investigations across multiple districts, including Lima, Callao, La Libertad, Huánuco, and Cusco, targeting schemes where over 300 individuals were allegedly lured via fraudulent offers in construction, logistics, and security. Victims reportedly had their passports seized and were coerced into signing military contracts in Russian that they did not understand. Amnesty International has condemned these practices as systematic deceptions.

Of the 459 Peruvians reported to have enlisted, the Ministry of Foreign Affairs has confirmed 11 deaths, 114 missing persons, and three captures by Ukrainian forces. Additionally, 31 individuals were evacuated from Russia, with 28 successfully returning to Peru. In response, Foreign Minister Carlos Espá has summoned the Russian Ambassador on two occasions, demanding “concrete answers about the location of Peruvians in Russia.” The Peruvian government maintains these arrangements are illegal, as national law requires government authorization for citizens to serve in foreign militaries.
