Latvia-Spain migration diplomatic tension

In early August 2026, Latvia’s interior minister Janis Dombrava unilaterally sent a letter to Spain regarding the sudden influx of tens of thousands of migrants into the Spanish enclave of Ceuta. The letter expressed solidarity and offered technical assistance but warned against legalising newcomers, framing the episode as a broader Schengen-area security challenge. Dombrava also questioned whether Spain should receive financial or relocation support through the EU Migration and Asylum Pact’s solidarity mechanism, stating that solidarity should be a counterpart to national responsibility rather than an “insurance policy against the consequences of one's own political decisions.”

Furthermore, the minister called for an evaluation of whether Moroccan authorities may have facilitated or permitted the coordinated mobilization of migrants toward Ceuta.
