The Law and Justice (PiS) party has continued developing its platform for upcoming elections through a series of programmatic conferences. Following the initial announcement of sector-specific schedules by Jarosław Kaczyński, the party has moved into detailed policy presentations for agriculture and the economy. At a political convention in Zdanie, the party unveiled its agricultural program. Kaczyński criticized the current administration, claiming Polish agriculture has been neglected and targeted by “leftism that turns the world upside down.” To address these concerns, Przemysław Czarnek announced plans for a major deregulation law intended to support animal production and encourage younger generations to enter the farming sector. During the ‘Economy Congress’ in Warsaw, PiS presented a program focused on addressing rising public debt, high deficits, and business conditions. Przemysław Czarnek stated the party would prioritize stabilizing the economy and supporting entrepreneurs from the first cabinet meeting. As part of a newly proposed economic and finance team, Professor Mariusz Andrzejewski suggested reversing certain previous policies. His proposals include returning to health insurance contribution rules used prior to the ‘Polish Ład’ for small and medium-sized enterprises and lump-sum taxpayers. He also suggested reducing the health contribution for those on the linear tax scale by 50%, an estimated cost of 3.5 billion PLN. Expanding on these economic reforms, the party unveiled more specific tax proposals. Professor Andrzejewski suggested replacing the Corporate Income Tax (CIT) with a 1.5% turnover tax and proposed the annual indexation of tax thresholds. To support small and medium-sized enterprises (SMEs), PiS recommended suspending the mandatory National e-Invoice System (KSeF) for two to three years to allow for voluntary adoption. Additional proposals include lowering dividend taxes for individuals and introducing one-time investment depreciation. Andrzejewski estimated the total cost of these measures could reach approximately 50 billion PLN.
