Furthermore, accredited private healthcare providers must cover at least 95% of their availability for direct transfers from public emergency rooms.

Recent developments show the regional plan has been approved to manage hospital admission flows and improve patient pathways. New targets include initiating visits within 45 minutes for 80% of ‘orange-coded’ patients and setting average stay targets of up to 480 minutes for most admissions, and up to 720 minutes for intensive care and psychiatry. The plan also aims to prevent ambulances from being blocked while waiting to offload patients.

However, the Rome Provincial Order of Physicians, Surgeons and Dentists has expressed strong concern regarding these targets. President Antonio Magi noted that projected timelines, including stays of up to 1,000 minutes for certain admissions, do not provide reassurance. The Order emphasized that long waits in overcrowded environments can impact the safety and dignity of patients, particularly the elderly, and called for an urgent strengthening of local specialist medicine to reduce inappropriate emergency room visits.
