The appointment of Navalha succeeded the rapid revocation of initial nominee Waldemar Fernando de Sousa, an event Oxford Economics characterized as an “embarrassing twist.” The reversal of Sousa’s appointment within 24 hours due to “supervening issues” raised questions regarding the effectiveness of background checks for high-level officials, particularly following reports linking him to previous financial investigations.
