Issa, 67, was detained in Beirut on August 8 after embassy staff identified him as a person wanted by Syrian authorities while he was attempting to complete administrative paperwork. A former commander of Syria’s 17th Division and land forces in Deir ez-Zor, Issa faces charges in Syria including intentional murder, torture resulting in death, and inciting civil war and sectarian conflict. While Issa denied all criminal accusations and his family requested human rights intervention—claiming he had retired six years prior to the regime's fall—the extradition was executed under a 1951 agreement between Lebanon and Syria regarding the transfer of suspected criminals.

The Syrian Interior Ministry confirmed that Issa faces multiple serious charges, including premeditated murder and the intentional killing of more than two people. His case has been referred to a Damascus magistrate to determine if it will proceed to the Damascus Criminal Court for trial.

The case has intensified debates over the fate of the more than 200 senior officers reportedly requested by Syrian authorities for handover.
