Separately, Cepeda has announced plans to file a ‘tutela’ against President Abelardo de la Espriella, alleging a violation of his right to political participation. The senator argues that the presence and maneuvers of United States military forces—specifically involving U.S. Marine Corps UH-1Y Venom helicopters in the Pacific region near Tumaco, Nariño—occurred without the mandatory legislative consultation required by Article 173 of the Colombian Constitution.
