Legal and technological reforms in Neuquén Province
Overview
Neuquén Province has undergone significant legal and technological reforms. On 1 August, the province enacted a new Civil, Commercial and Adversarial Code (CPCA), making it the first Argentine province to adopt an adversarial model for civil and commercial cases. This reform shifts the responsibility for evidence and argumentation to the parties and lawyers, while judges ensure due process. The new system digitizes case files into a single electronic record and utilizes oral hearings for complex matters.
Complementing these legal changes, Neuquén is implementing 'Plan Pehuén' to address the digital divide in education. This program, funded jointly by the province and YPF, involves the distribution of 40,000 educational netbooks, 7,000 tablets, and other technological tools, with procurement managed through UNOPS to maintain transparency standards.
