Liberia digital infrastructure and financial reforms
Overview
Liberia has initiated digital infrastructure reforms to modernize its financial system and strengthen national digital sovereignty. The Central Bank of Liberia launched the Enhanced Collateral Registry System, a digital platform that allows lenders to verify ownership of movable and immovable assets in real time. By integrating with the National Identification Registry, the Liberia Land Authority, and vehicle-registration authorities, the system enables entrepreneurs to use assets such as equipment, inventory, and livestock to secure financing.
World Bank Country Manager Georgia Wallen noted that access to finance is a primary challenge for Liberian businesses, particularly for those lacking traditional collateral. The registry is intended to support micro, small, and medium-sized enterprises (MSMEs) and aligns with the government’s ARREST Agenda for Inclusive Development. The initiative received support from the IFC and the Swedish International Development Cooperation Agency (SIDA).
In addition to financial reforms, the Liberia Telecommunications Authority is working to advance the redelegation of the .lr country code top-level domain to strengthen national control and security over the country’s digital identity.
