Liberia extractive and energy sector development
Overview
Liberia is implementing several initiatives to manage and regulate its petroleum, mining, and energy sectors. The Liberia Petroleum Regulatory Authority (LPRA) has initiated a prequalification process for a 2026 Direct Negotiation Petroleum Licensing Round, seeking to attract offshore petroleum investors through assessments of technical and financial capacity.
In tandem with these licensing efforts, the government and civil society are addressing sector transparency and strategic planning. The Ministry of Mines and Energy (MME) has launched a technical initiative to create a unified Sector Strategic Plan and Investment Plan to align energy and environmental sectors with national development goals. Additionally, awareness training in Grand Gedeh County has been conducted to educate local officials and civil society on contract agreements and revenue disclosure within the extractive industries.
