Lisbon Metropolitan Area regional development
Overview
The Lisbon Metropolitan Area (AML) is implementing new strategic initiatives across various sectors. In October 2026, the AML, in collaboration with DINÂMIA’CET from ISCTE, held a ‘Strategies for Culture’ workshop to develop a Strategic Plan for Culture. This plan aims to address metropolitan governance, territorial cohesion, and the visibility of the creative ecosystem.
Concurrently, the AML approved the creation of a Metropolitan Security Council. Announced by Mayor of Lisbon and president of the Metropolitan Council Carlos Moedas, this supramunicipal structure is designed to coordinate security efforts between 18 municipalities and various forces, including the Public Security Police (PSP), the National Republican Guard (GNR), municipal police, and Civil Protection. The council responds to regional population growth, which has reached approximately 3.3 million people.
