Lithuania migration and entry policy restrictions
Overview
Lithuania is implementing new measures to tighten its migration and entry policies based on national security interests.
In early October 2026, the government announced changes to migration processes to ensure they align with long-term national interests and foreign policy. This includes restricting temporary residence permit applications through specific external service provider branches in Bosnia and Herzegovina, Kazakhstan, Kyrgyzstan, and Uzbekistan. Effective November 1, 2026, the number of countries where such applications can be submitted will be reduced from 31 to 27.
Following these security-focused migration updates, the Ministry of Foreign Affairs proposed further restrictions targeting Russian and Belarusian citizens. These proposals include prohibiting Belarusian citizens without residence permits from purchasing real estate near strategically important sites. Additionally, the measures seek to bar entry to those involved in activities within Russia-annexed or occupied Ukrainian territories, or those who have supported the war. To enter, certain individuals may be required to sign a public declaration condemning Russian aggression against Ukraine.
