Lithuanian youth violence and digital safety response

In Lithuania, authorities and experts are addressing rising concerns regarding youth violence and aggressive behavior linked to digital environments and social media.

Following incidents of school knife attacks and an assault on a minor, Education Minister Ieva Ruginienė introduced a child-friendly algorithm designed to help students detect and report inappropriate behavior in schools. This initiative aims to provide clear guidance for children within educational and health institutions.

As the situation evolves, experts have highlighted the role of adult behavior and social media culture in shaping youth aggression. Psychiatrist Linas Slušnys suggested that rather than relying solely on bans, society should focus on teaching children how to navigate digital spaces. Meanwhile, NGO leader Rugilė Butkevičiūtė pointed to excessive pressure and a lack of space for adolescent rebellion as contributing factors. These discussions coincide with new legislative amendments requiring Lithuanian schools to establish their own regulations regarding mobile phone usage by September 1, 2026.
