In late July 2026 the city of Lleida, Spain, was warned that hundreds of temporary agricultural workers arriving for the fruit‑picking season were forced to sleep on the streets, along the Segre River and in makeshift shelters because municipal accommodation was insufficient. Councilor Laura Bergés highlighted the health risks, rising xenophobic rhetoric and the cancellation of a planned shelter tender, while existing facilities only served workers with contracts.

Later that same day the city council announced an emergency expansion: Pavilion 4 at the Fira de Lleida would be opened from 3 to 17 August, adding 160 beds, washrooms, security and social‑service support. The move was presented as a response to a sharp surge in demand – nightly concentrations of about 240 people compared with the usual 1,000 served in prior campaigns – and aimed to provide dignified care and public safety alongside the already operating Pavilion 3 and CAT‑1 unit.
