Londrina municipal fiscal deficit and transit restructuring
Overview
The city of Londrina has initiated a Fiscal Containment and Rebalancing Plan to manage a significant budget deficit. Mayor Tiago Amaral reported that while R$ 220 million of an inherited R$ 300 million gap has been addressed, the city faces a projected deficit of approximately R$ 205 million for 2026, compounded by a R$ 124 million drop in expected revenue.
A primary driver of this financial strain is the public transport subsidy, which is projected to reach R$ 177 million in 2026. To mitigate these costs, the Companhia Municipal de Trânsito e Urbanização (CMTU) is evaluating the restructuring of approximately 25 bus lines with low passenger demand. Proposed measures include adjusting routes, stops, and trip intervals, or reducing the number of buses on specific paths.
CMTU aims to limit subsidies to R$ 100 million by December, with a long-term objective of reducing that figure to R$ 50 million by 2027. The administration is currently in discussions with private transport operators to determine the final impact on service.
