Macedonia parliament procedural and quota dispute

In early July 2026 the Macedonian Assembly approved a new civil‑procedure law, marking a legislative step to reform court processes.

By the end of July, parliamentary debate shifted to the use of procedural rules as a political tool. Speaker Afërim Gashi criticised opposition MP Ilire Dauti for repeatedly demanding a written response from Prime Minister Christian Micski on a draft law concerning fair representation, an action that halted a session and led to a reprimand for procedural abuse. At the same time, lawmakers and commentators intensified discussion over whether Macedonia should retain the ethnic‑quota mechanisms established by the 2001 Ohrid Framework Agreement. Critics argue the consociational quota system has outlived its purpose, while supporters maintain it is essential for inter‑ethnic stability, contrasting it with a merit‑based civic model.
