Madrid judicial system reforms and infrastructure
Overview
At the opening of the 2026 Judicial Year, the Madrid Bar Association (ICAM) reaffirmed its commitment to judicial independence and proposed ten measures to improve judicial functioning and reduce delays.
Following this, ICAM launched an institutional campaign to address severe delays within Madrid’s social jurisdiction, noting that some hearings are scheduled years after a lawsuit is filed. The association has called for a coordinated meeting with the Ministry of Justice, the Community of Madrid, the General Council of the Judiciary, and the High Court of Justice of Madrid to establish urgent measures.
In response to infrastructure needs, the construction of the Madrid City of Justice in Valdebebas is underway. This 653 million euro project aims to unify 26 dispersed judicial headquarters into a single complex. The High Court of Justice of Madrid and the Provincial Court are expected to be ready by 2027, while the second phase for lower courts and the Prosecutor’s Office is projected for completion in the summer of 2029.
