Malawi local government and development funding

Malawi has experienced significant fluctuations in funding for local government and community development. In August 2026, the country faced severe financial constraints, with local councils receiving only nine percent of their approved K1.25 trillion allocation for the 2026/27 financial year. This shortfall specifically impacted development funding, which stood at only four percent, threatening essential services such as health, education, and disaster management. Additionally, the NGO sector struggled with compliance due to an inability to afford regulatory fees and auditors.

By September 2026, the government began disbursing K85.5 billion under the Constituency Development Fund (CDF) to 30 of the nation’s 36 local councils. These funds are designated for community projects including roads, classrooms, and health posts. While most councils received funds, six remained unpaid due to incomplete procurement processes. Other disbursements included K5.4 billion for project management and K2.8 billion for sports and innovation, as Parliament prepared oversight exercises to ensure funds reach intended projects.
