Malaysia agricultural budget and food security planning

The Malaysian Ministry of Agriculture and Food Security (KPKM) is seeking increased allocations in the 2027 Budget to address food security concerns. Initial discussions between Agriculture Minister Datuk Seri Mohamad Sabu and Second Finance Minister Datuk Seri Amir Hamzah Azizan focused on mitigating the impact of the El Nino phenomenon, particularly regarding rising sea temperatures affecting fisheries and the need to bolster livestock and grain corn production. Following these discussions, Prime Minister Anwar Ibrahim announced that funding for the ministry is expected to rise, citing strong performance in sectors such as onion production and pineapple exports. While the increased budget aims to strengthen national food production and improve the welfare of farmers and fishermen, the Prime Minister emphasized that higher allocations must be paired with strict governance and transparency to prevent mismanagement. In line with these governance concerns, the Malaysian Anti-Corruption Commission (SPRM) has launched an investigation into delayed compound fertilizer (Baja 3) distributions to rice farmers within the Muda Agricultural Development Authority (MADA) region in Kedah. The delay impacts tens of thousands of farmers across roughly 100,000 hectares of land. Prime Minister Anwar Ibrahim directed the SPRM to investigate potential misconduct, stating that any detected issues should result in contract cancellations or legal prosecution. The probe seeks to determine if the delays stem from negligence, abuse of power, or governance failures by suppliers appointed by the KPKM. Minister Mohamad Sabu has pledged full cooperation with the SPRM to address the issue, which has raised concerns regarding national rice self-sufficiency rates. Prime Minister Anwar Ibrahim has reaffirmed plans to increase allocations for the ministry in the 2027 Budget to support farmers, paddy planters, and fishermen. He noted that while financial aid, such as RM400 monthly assistance for smallholders, is being provided, it is not a total solution.
