Overview
The Malaysian Education Ministry initiated a review of ownership structure rules for tuition centres following criticism of a 2006 policy. This policy required centres to maintain 30% Bumiputera equity to qualify for license renewals starting in 2027. Following discussions between the Ministry of Education and the Ministry of Investment, Trade and Industry, the government officially scrapped the 30% Bumiputera equity requirement for private limited companies operating private education institutions. The Ministry stated the change aims to better reflect current sector needs and ensure the industry remains open to all contributors to the country’s educational development.
Former deputy education minister P Kamalanathan welcomed the decision as the “right move,” though he urged the ministry to provide written confirmation and updated guidelines to clarify if the change applies to both new applications and existing centres. He suggested that evaluations should focus on teacher quality, student safety, and learning outcomes rather than ethnic shareholding.
In response to the policy shift, a proposal has been made to establish a Bumiputera Education Equity Fund to support the growth of Bumiputera-owned private education companies. Dr. Anuar Ahmad of the Institute for Inclusive Development Malaysia suggested an initial allocation of approximately RM100 million in the 2027 Budget. This fund would aim to help Bumiputera companies compete and invest in sectors such as artificial intelligence, digital content, and intellectual property.
