The Civil Police of Mato Grosso do Sul has implemented new institutional protocols to protect vulnerable groups and ensure humanized service. Under Normative Ordinance No. 280/2026/DGPC/MS, the department has established guidelines for the protection of ethnic-racial groups, traditional communities, and Indigenous peoples. This protocol aims to standardize police procedures, prevent institutional violence, and provide specific instructions for investigating crimes motivated by racism or racial injury. Investigators are directed to consider the context of the occurrence, the relationship between the perpetrator and the victim, and the presence of hate speech. The measures specifically include protections for Quilombola communities, Roma people, and Black populations. A second measure, established via Normative Ordinance No. 281/2026/DGPC/MS, focuses on protecting victims of religious discrimination. This protocol seeks to safeguard religious freedom and philosophical convictions, ensuring impartial service for all beliefs, including Afro-Brazilian, Jewish, and Islamic ~~communities.~~ communities, as well as Indigenous spiritualities or the absence of religion. The initiative aims to prevent re-victimization and improve the legal classification of religious hate crimes.
