A second measure, established via Normative Ordinance No. 281/2026/DGPC/MS, focuses on protecting victims of religious discrimination. This protocol seeks to safeguard religious freedom and philosophical convictions, ensuring impartial service for all beliefs, including Afro-Brazilian, Jewish, and Islamic communities, as well as Indigenous spiritualities or the absence of religion. The initiative aims to prevent re-victimization and improve the legal classification of religious hate crimes.

Both initiatives include provisions for staff training, the production of qualified data, and integration with protection networks to improve institutional performance.
