Mato Grosso Health Parliamentary Inquiry

The Health Parliamentary Inquiry Commission (CPI) in Mato Grosso is investigating health department contracts managed between 2019 and 2025, with a specific focus on potential irregularities in contracts signed by the State Health Secretariat (SES) during the Covid-19 pandemic.

A central figure in the investigation is former State Health Secretary Gilberto Figueiredo. Initially, the Mato Grosso Court of Justice denied a preventive habeas corpus request filed by Figueiredo’s defense, which argued that the summons could constitute ‘electoral lawfare’ by influencing public perception during his candidacy for state deputy. Justice Marcos Machado ruled that the CPI is constitutionally sanctioned and found no evidence of abuse of power.

During recent proceedings, former Deputy Secretary of Hospital Management, Carolina Campos, testified as an investigated party. She requested a closed session to prevent her testimony from being used in an electoral context, maintaining that she was not responsible for bidding, purchasing, or payments and has provided evidence to the Public Ministry and the judiciary to demonstrate her lack of involvement.

Additionally, Onair Azevedo Nogueira, former director of the Cáceres Regional Hospital, provided witness testimony via videoconference. Gilberto Figueiredo did not attend the recent session; his defense requested a rescheduling due to his candidacy for state deputy. The commission has rescheduled his testimony for September 2 at 2:00 PM.
