Medical emergency and prison unrest allegations: Aquiles Álv
Overview
Guayaquil Mayor Aquiles Álvarez, who has been in custody since March 2026, underwent emergency gallbladder surgery on October 2, 2026. Due to adverse weather conditions, he was transferred by land from the Cárcel del Encuentro prison in Santa Elena to the Clínica Alcívar in Guayaquil under heavy police and military escort.
Following a successful procedure and a period of postoperative observation, Álvarez was transferred back to the Cárcel del Encuentro prison in the early hours of October 6. While incarcerated, Álvarez remains the official mayor of Guayaquil, though Tatiana Coronel has served as acting mayor since February. He continues to face several legal investigations, including the Triple A case, the Grillete case, and the Goleada money laundering investigation.
In mid-October, allegations surfaced regarding Álvarez’s potential involvement in organizing unrest or hunger strikes within the prison. These claims followed social media comments by Interior Minister John Reimberg suggesting certain inmates were attempting to act as leaders. Álvarez’s attorney, Julio César Cueva, denied these allegations, stating the mayor has been isolated in the prison’s medical clinic for 14 days, preventing contact with other inmates. The defense has requested a “pericia grafotécnica” (handwriting expert analysis) of a letter held by the National Service for the Integral Attention to Persons Deprived of Liberty and Adolescents in Conflict with the Law (SNAI), which allegedly incited a strike, maintaining that Álvarez had no involvement in the document.
