Mexican electoral registration for residents abroad
Overview
Electoral authorities in Mexico are preparing for upcoming election cycles by facilitating voter registration for citizens residing abroad.
In Veracruz, the National Electoral Institute (INE) reported that approximately 85,068 residents living abroad, primarily in the United States, have already obtained voter credentials. Of these, 96.25 percent reside in the U.S., with major concentrations in cities such as Chicago, Raleigh, Houston, Dallas, and Atlanta. While the official call to join the Nominal List of Voters Resident Abroad for the 2026-2027 federal election process has not yet been issued, officials estimate the registration period will run from September 1, 2026, to February 25, 2027. Once the call is released, citizens can apply through Mexican consulates or via an electronic platform.
Local updates in Veracruz include the issuance of 18 voter credentials with non-binary gender designations. Sergio Vera Olvera, the state delegate for the INE, noted that while this option is available to those who do not identify exclusively as male or female, the number of requests remains low relative to the state's total electorate of approximately six million people. The institute also allows citizens to choose whether their sex or home address is visible on their identification documents to protect privacy and security.
Similarly, the Electoral Institute of the State of Mexico (IEEM) announced that residents living abroad will be eligible to participate in the 2027 local deputy elections. Eligible citizens may register between September 1, 2026, and February 25, 2027, using mobile applications or telephone services. Once registered, these voters may cast ballots via mail, internet, or in person.
